Is this a power line hazard?

I have this wire hanging between two of three big powerlines in the back yard. Is this a hazard that should get fixed quickly? I called it in 2 weeks ago, one week ago and yesterday. No action.

Also, any guesses as the the voltage on these lines? I'm assuming they are 3 phase lines running about 5kv.

Well I guess my call yesterday and posting the photo helped motivate someone. They showed up a few minutes after my posting and cut the dangly thing off.
