You know what happens, just the same as I do. If you cut your usage, they will be permitted to raise the rates because you did what they asked you to do. I would suggest that we use more and more so there's a reason to get efficient and find better ways. Our government at work!

The article mentioned programs for energy efficiency. Try: www.dsireusa.org and click on your State for information on programs, tax incentives, loans and rebates for installing solar hot water, geothermal heating/cooling, solar PV, wind or micro-hydro generation. There are programs for energy star appliances, weather proofing and added insulation. Go get some of your tax money back, and put it in your home to deflect the coming energy price increases. It will be interesting to see if cap and trade passes and what it will do to energy rates. a lot of coal fired plants in the PPL territory.
