PSC OKs energy initiative called 'decoupling' -

I hope I'm mistaken....... but the way this 'decoupling' reads to me is the we're damned if we don't conserve electricity and damned if we do conserve.
Looks like a lose/lose situation for the consumer.

Mair is mistaken. Decoupling allows the utilities to introduce energy savings programs like we have in CA: save 20 % more energy than last year, save 20% off your bill, rebates for energy efficient equipment and demand response programs. The rates are raised slightly at certain times to make sure that fixed costs are covered, but otherwise, power costs less because people are using less.

So does this mean I will pay the same amopunt to BGE regardless of whether I take steps to conserve energy?

Man, this really sucks - the way I read this is- if I cut back on electrical usage to save money, the electric company can and will charge me more per killowatt used. If I'm wrong, marty, please tell me.
