Let the taxes be a property or land tax on the properties involved, which would not burden the tax payers whom would have no representation of what or where and have to pay for someone"s likely profits. In plain words let him develop his own land.

Mike Fox is right. Why should money be taken from me to invest in this property? Do I get my tax money back if the plan falls through? I doubt it. Pataskala can't manage to keep their existing roads in working order but they can build a new road in an empty cornfield? Ridiculous.
