Yeah. Riiigggghhhttt! If customer savings was the TRUE issue, PG&E would have not implemented tiered electric rates. With every solar PV installation on one's home, PG&E doesn't have to file an EIR, hold public hearings, file with the CPUC, defend a project from law suits, install new power corridors or maintain the PV system. The homeowner/generator sends extra power back into the grid where it will be used by neighbors. Since the power passes through the neighbors meter, they pay PG&E the tiered rate and PG&E doesn't have to put more power generation online. Rubin cares about fair? Really, REALLY!
