That's the dumbest thing I ever heard. But's California what do you expect?

The San Joaquin Valley is a small part of PG&Es customer base, what does the rest of the customer base say about "electricity usage spikes"? You could use PG&E to your advantage. Install some solar PV on your roof and see if PG&E with their smart meters can figure out at what rate your solar PV power should be "credited" at, since solar is a peak generation source, it would be produced when peak demand and peak electricity rates are in effect. Get your own generation source. Let PG&E pay you for excess energy from your system.
