If you think that your state or local gov. is antibusiness or makes things hard then you have several choices.
Get involved with several business orgs. and stand up and say this is my problem does anyone else have ones like mine??? Watch the hands shoot up.
Worse case is that you move your operations. You say that you love your state but when it makes it hard to do business then you have to move.
Some states are begging for business to come on down. NV. is in deep crap. They will welcome you with open arms. In NY it's hard to deal with the gov. When you threaten to leave they begin to listen. If you are a smaller co. then it may be hard but as you can see the power of the press will work wonders.

RI is not worth the trouble.
If you want to run a business successfully and without a lot of state gov interference, get out of the state.
You will be nickel-and-dimed to death by legislation created by people who cannot tie their shoes, nevermind run a business.
