The 30-day option should, of course, involve incarceration in a smoke-free facility. If the smoker can't handle the addiction when they are out in public, perhaps the month would be enough for them to kick. Addiction counseling should be a mandatory part of the sentence, and there should be a clause limiting incarceration to dealing with repeat offenders.
