children can be declare as adult and go to the bank for tuition by themself.It would be more mature and responsable spending...AT 15 y old, court can declare someone as adult, and mother can go to crazy house and stop crazy spending, With doctor declaration that she is out of her mind ....she will be having zero access to the money , and doctor supervision will be required
