Congress granted exclusive rights to the "Red Cross" emblem to the American Red Cross. Clara Barton, the founder of the American Red Cross, spoke with the founders of J&J and decided to let them use the emblem as well. The emblem belongs to the Red Cross though. Do some research, it's easy to find.

Actually, the issue with the 9/11 monies was the way the fund was set up to house it. Due to the language used, the money collect for 9/11 or donor directed to be used for 9/11 can only be used for cases directly tied to 9/11. There are some cases directly tied to 9/11 still open and the 9/11 specific monies go to them. However, a vast amount of the money collected for 9/11 will ended up just being a number on a banks audit sheet until the bank disolves. Due to the laws in play, it would take an act of Congress to change this.

People learn from mistakes. Many things changed in how the Red Cross handled things after 9/11. Many more things changed after Hurricane Katrina. Both were unpresidented events for which the planning done proved not to be addiqute to the mission needed under the extreme circumstances. Many disaster response organizations fell into this same situation.

The Red Cross is in no way perfect, but they do the best they can with the resources they have. Considering the they only receive funding directed to them by the public and corporations yet are mandated by Congress to respond to disasters from single family homes burning to multistate catastrophes, the Red Cross gets the job done in the way which will benefit those effected the best.
