Lottery contract draws criticism

Texans are playing the lottery less because the prize payouts have dwindled over the years. As someone that used to win small amounts fairly regularly, things have changed. Winning any amount of money has become more a rare happening. The odds of having a winning ticket has decreased significantly, while the odds of having a non-winning ticket have increased. A ticket that returns purchases price, winning two dollars on a ticket that cost two dollars, is a non-winning ticket. The lottery commission should look at what was happening when players were actually playing, and take steps to return to that payout system.
