generate a unique number and insert into a table

I have requirement and need a logic to implement the same.
My source system is Siebel.
Target system is Oracle.
Whenever we transfer records from Table A in Siebel to Table B in Oracle we have to make an entry to a table C present in Oracle.This table C has following fields Batch_id,batch_start_time,stat us and batch end_time.﻿
Before actual load begins from Table A to Table B we have to insert single row in table C with following values
Batch _id : Unique number to identify each load.
This entries has to be made before actual data load from Table A to table B.After all the records has been transferred successfully from Table A to Table B we have to update status and batch_end_time in Table C.
Also there is a column in actual Target table B called Batch_id.For every record inserted in Table B it should have the Batch_id (which was generated in step-1 )
Consider Iam planning to load 50 records from table A into Table B.
1.At first we have to generate a unique number say 1234 as batch_id and insert this number in table C along with sysdate
2.Now for every records(all 50 records) loaded in Table B should have this value 1234.
Could you please help me to implement this logic?
