3 investment banks tap new Fed loans
Three of the nation's largest investment banks said they have borrowed from a program created this week by the Federal Reserve to stimulate lending amid concern that Wall Street faced a cash shortage.

I would really like to know the rules and regs for this setup. I really appreciate the need for it but I am more afraid of the system being abused. Anybody know of links regarding this?
