Why does Humana have different drug list for Medicare?

Just looking a prescriptions and their tier assignments by Humana.
Fenofibrate is a Tier 1 on normal list and Tier 2 on Medicare list.
What is the deal.. They have a built in price increase if Medicare is involved?
