As I said when this wreck happened. It is the driver who is responsible for the load he/she his carrying. It is his/hers job to check the load upon hooking up to the trailer, that is unless it is sealed. The driver is also responsible for his/her rig in they they drive it. And responsible for checking the load periodically throughout his/her run. You never assume the load has been loaded and secured correctly.
