NOAA (National Oceanic and Atmospheric Administration) is NOT part of NASA!

NOAA operates the GOES satellites and the systems to use the data, and the weather forescts operations of the National Weather Service.

NASA is NOAA's acquisition partner - it takes NOAA's appropriation and buys the space craft.

NOAA buys the ground processing sytems like this one, with some guidance and advice from NASA.
