Shoud've invested in a $.99 cent voltage tester which can be bought at any hardware store. Hard to see electricity but you can feel it pretty good.

Will he be made to pay for the damage? NO, so how will he be punished for the crime? A few of days at OCC where he'll be taken care of, sleep in a dorm, get fat and back in shape, have all his medical and dental needs met, play cards all day, then the judge will give him an EBT card, and release for time served while waiting trial. Meanwhile, the victim has to pick up the pieces and try to get back to where he was.
