Republic Airways has been "locking-out" the legacy Midwest flight crews from getting jobs. The hometown flight crews have tried to negotiate a fair merger of union employees at Midwest and Republic. Republics CEO and Teamster unions have delayed any talks so they can be positioned in all the Midwest jobs before the arbitrator rules.
