Basically, these promises were made decades ago by utilities to prop up their winter "base load" demands.

I have heard that a while now First Energy was jacking up the rate on all electric when the home was sold, but never dreamed they would try it on people who have had the rate for decades.

Yes, it is a cross subsidy, but Firstenergy should be held to its promise..

Electric heat is really inefficient, so unless there is a subsidy it is unsustainable for most people.
