For centuries and centuries, those in power have created laws to protect themselves. There is nothing knew here. This explains why it is within the law to own up to 5% of a company and still be considered not a conflict of interest. 5% of $2 billion Forest City is $100 million. Just how poor do you have to be?
The fact is, his wife will gain a profit in her 'meager' ownership based on the deal. Anyone with common sense can see that.
Percentage of Ownership has nothing to do with Conflict of Interest. Any amount of ownership does.

So are the Forest City crooks getting in the casino business? I'm sure their casino will be less than honest too.
