I think the writer meant that Exelon will sell the electricity generated in addition to the renewable energy credits (RECs) for each megawatt produced. Customers will buy the kilowatt-hours generated. The state of Illinois needs to buy RECs to meet its commitments under the Renewable Portfolio Standard (RPS). Local RECs take priority so Exelon knows that it will have a market for their RECs when they install the system.
We need to realize as citizens that we are subsidizing the installation of this PV system in addition to subsidizing the production generated by purchasing the RECs. We also subsidize all our nuclear and coal plants without any consideration for the pollution waste those create. Clean energy is the future but we'll have to pay for it.( http://www.thinkURE.com )
