Dog adopted from Mexico escapes in Victoria airport

Is this dog flying on Air Canada? They seem to have problems controlling the dogs on their flights. Recently, they lost an adopted dog in San Francisco that was flying from Sacramento to Victoria BC. It is so much work chasing and coaxing a panicky dog. Can they just shoot it with a tranquilizer dart gun? It would be faster. It is not soft and gentle, but effective and quick.
