The Mexican government (police, military) already kills captured criminals, they just don't advertise it. Many times it's commited by police working for the cartels or just someone they dislike. They're savages at heart, they don't care about due process, rights, etc...

Gosh! The perp killed a poor bloc by running him over and he is only going to get forty years jail? He needs a helicopter ride just like the fella who was thrown out and hung in an Al Pacino movie.
