State budget crunch could hinder UTEP's tier-1 campaign

Who determines what is Tier 1. Is this some measurement of the Department of Education, or is driven by the various magazines that hype ratings to boost sales and advertising revenues. It's appropriate to increase quality of the state's colleges and universities, but it seems strange to quote "Tier One" status as if everyone knows what it means.
