The premiers of Quebec and New Brunswick met in Montreal on Monday to discuss oil pipelines, amid increasing talk of sending Alberta crude to Eastern Canada.

So the way I see it, the line goes to Quebec and their ice free port for export to the world. New Brunswick has a good harbor, but Irving already gets their oil from N Dakota. So where is New Brunswick in all this? Last on the list.
