Neither the commissioner nor a road authority may impose or authorize the imposition of a toll for the use of a highway or highway lane, except for a highway or highway lane having a toll imposed before July 1, 2006, under section 160.93.

A bit more for your enlightenment, on exsisting roads:

160.98 PROHIBITION ON ROAD AND BRIDGE PRIVATIZATION.
A road authority may not sell, lease, execute a development agreement for a BOT facility or BTO facility that transfers an existing highway lane, or otherwise relinquish management of a highway, if the highway is retained or utilized by the buyer, lessor, or operator for highway purposes.

No need to hold your breathe. If you were to read (and comprehend - which is as important) the statutes provided you would understand that the statute states that a PUBLIC road (one built by public funds) cannot be later sold to a private operator.

To see that privately built and operated toll roads are legal, please read (and comprehend) MN Statutes 160.85 and 160.87.

Then perhaps you'll return to offer your apology to me...but I won't hold my breathe.
