Reference check mean possible job offer?

I had a Con Edison interview two weeks ago for a Project Specialist position and I'm really excited about working for Con Ed. So far, all three of my references were contacted by the hiring manager. Is that a good sign or does Con Edison call references on the top two or three candidates? For those who are current employees, how did you get your job offer? By phone or e-mail or both? Was there an opportunity for salary negotiation?
