Jury finds Duke Energy violated Clean Air Act

"Marc Manly, Duke Energy's chief legal officer, said the changes the company made at the Ohio River plant were common maintenance practices at coal-fired power plants to enable them to continue "to deliver reliable and affordable power to our customers."
So, it's a common practice to ignore the law and not obtain permits, while making changes without adding pollution-control equipment?... Sounds like investigations need to be done around Duke's plants to see just how common that is.
