Traders have entered the public electricity companies as just in time providers. The grid that electricity travels on NOW HAS these unscrupulous traders that have access to JUST IN TIME surplus to fill in the gap when like DUKE has needs.

When those needs hit --- DUKE may have to pay 100 times their normal cost to fill in the gap.
