long term outage

About a decade ago a relative of mine was without power for 5-6 days. There was only a handful of houses in her neighborhood without power. There wasn't any big event to cause the outage. They just lost power. One of the neighbors without power decided to go to a local DTE office to address the issue. He was told that due to the small number of households without power, their case was continuously placed at the bottom of the list. I hope DTE changed this process. According to a news report I heard today, it doesn't sound like it. Just wonder what the process is?
