Gulf of Mexico easier for U.S.based drilling owners ,and labor,in which to work.Fewer logistical hassles and less travel for labor.Obama's obvious wise move would be to facilitate U.S. Gulf of Mexico drilling,rather than passively acquiesce to it.And the U.S. unemployment problem is the pink elephant in the room.
