Usage of CVS as 3rd party tool

Hello everyone,

I have been using CVSNT for a while now. I have developed a Client tool which actually source controls a set of files in our repository. And frankly speaking the tool has been very unstable and low on performance due to the command prompt calls from the c#.net program.

Now I am given a job of investigating complete 3rd party tool change in the Client tool. Here are my Questions
1) Do we have any CVS dll(a wrapper)in market which can be understood by C#.net program and make calls directly so that a Command prompt calls need not be made?
2) Is CVS a best one or should I explore on other tools like SVN etc?(I have to develop a tool by using one of the wrapper class of course which has to be understood by c#.net program)
3) What is the best 3rd party tool in the market now(free or paid which has to be understood by c#.net program again)?

Please let me know your answers.

Regards,
Chandu
