How to Install CVS on Red Hat Linux 5

I am trying to install CVS on RHEL5 but getting somr problem . Following steps I have done so far regarding CVS installation-
1.Downloaded CVS source package
2. Untar that - as tar -xvf *.tar
5. make install
6. Open the /etc/services and wanted to add following two lines
cvspserver 2401/tcp # CVS client/server operations
cvspserver 2401/udp # CVS client/server operations
but these lines were already there.
7.Open file called /etc/xinetd.conf and add the following lines to that file.
Port = 2401
socket_type = stream
protocol = tcp
wait = no
user = root
server_args =--allow-root=/home/cvs -f pserver
env = HOME=/home/cvs
8. Restarted xinetd service
9.nmap 192.168.13.65 --- Now I was expecting here that it should display output like
2401/tcp open cvspserver
but it is not showing anything related to cvs.
This is the my problem....Although all steps have done stil CVS server is not running.
Whenever I do cvs --version ->It gives proper output
I have also checked the CVS server location that is same as written in above /usr/bin/cvs
Please help me
