Due to the controversy surrounding nuclear energy is probably the most reasonable explanation as to why nuclear facilities are shutting down.

The plant is shut down only temporarily. US plants are now operating for a higher percentage of time than they used to.

According to recent reports, Nuclear Energy in Ukraine is also operating for a higher percentage of time than they used to.

New plants that are being built are not operating. So plants under construction have no variation in operating time, it is always zero.
