It's a written code -- AP stylebook -- a guideline for journalists to follow to maintain consistency in print media, and certain cities-only are listed because they are that recognizable. Nobody's going to think the billboards are in Miami, New Jersey (if there is one)-- and if it was, they would say Miami, N.J.
