Before DEP laws were enacted in the 70s, multinationals would constantly pollute b/c there were no laws on the books to prevent them from doing so.

"A stewardship permit will allow the DEP to write a long-term management plan for CR USA to follow on the property."

like CR USA didn't know that you can't willingly pollute the water?
