either you have a huge air locking problem in your cooling system or the water pump drive is loose or or of the wrong diameter. when and how did the symptom occur? did the engine overheat and did it happend after a rebuild?
usually these waterpumps come without a drive gear (attleast the reman pumps) and the old gear from the pump need to be reused. i remember one case where a new part, not a reman, came from the factory with a gear that was incorrect. for some reason the gear teeth number was less and the diameter was a bit smaller than the original. this meant that the pump drive gear teeth did not reach to the opposing gear. luckily this was discovered during assembly of the engine.
i recommend you remove your waterpump inlet flange ang try turning the pump vanes by hand or with a tool. if the pump doesnt turn the problem is probably caused by a huge airlock in the cooling system which prevents the coolant flow to the pump and thus to the engine cooling system. something is preventing the system to prime itself or purging its air.
how much coolant did the system take to fill? should be between 50 to 90 liters.
