I don't get it. Why spend a billion dollars to build a solar power station in the desert when we could provide the dollar incentives to get home owners to put solar panels on their roofs. Much simpler and the infrastructure already exists.

The dollar incentives already exist, people just arn't using them. "Nonetheless, Kin said that the $22,000 cost of his solar rooftop system dropped to $8,000 with $11,000 in incentives from DWP, plus tax breaks." < http://www.environmentcalifornia.org/in-the-n... ;.
Besides the incentives of selling back power to the grid rising from 2.5% to 5% marketshare, by the passage of AB920 and 510. Going solar is cheaper than ever in CA!
