Of course it's not Bush's or Cheney's fault. It's BP's fault. Bush and Cheney, like Obama, bear some RESPONSIBILITY for the situation, since they let MMS run amok for years and act in a criminally corrupt and incompetent manner; but none of those executives, nor even the MMS itself, CAUSED the spill. I never said it was Bush's fault, it's BP's fault, idiot. But listen carefully: The MMS, which allowed this and other rigs to operate in violation of safety regulations, was at its most corrupt DURING THE BUSH ADMINISTRATION. Therefore, his administration shares part of the responsibility for this disaster.
