I think it's more of a developmental problem than anything else. More and more construction demands more public services.

For this you can thank the developers who have been buying up enormous amounts of farmland and plopping down mcmansion after mcmansion for the last decade. They, of course, never gave a rat's ass about infrastructure like roads, schools, water and power. This will continue as long as people can get away with selling an illusion of rural living.

"Blackouts" were forecast for the same reason during the legislative session when restructuring was codified and rate caps were first implemented. The "Blackouts" and transmission lines mantra reappeared when the caps came off.
