Tiered rates, it seems there are more and more utilities going to tiered rates. It also seems that in many cases, they can move around in the tiers to generate more revenue without public utility permission. Decreasing the base KWh from 500 to 400KWh and increasing the "other" tiers by a like amount would increase revenues. Putting just a 3KW peak solar PV system on one's roof could keep you out of the top tiers. Next will be smart meters and real time peak use rates.
