The twin cities have a poverty rate of 9.9% instead of Milwaukee's 14.3%. Is this is something that happened overnight or is 10/02 poverty awareness day?

Where's the comparison to Des Moines' rate of 10.1% or Madison's 12.8%? Nice article Mike Nichols.
