I think so, and of course the money did not go for smoking cessation, nor do the enormous taxes. I quit smoking last year, and I wish every smoker would quit so that the parasites who tax cigarettes every time they have a budget shortfall would suddenly have huge (or more huge) holes in their budgets all over the country. Serve them right. I suppose then they would go after the fatties, and start taxing twinkies 5 bucks each. Gotta love America.

Florida, Mississippi, Texas, and Minnesota are the four states not included in the Master Settlement Agreement. Those four had made their own prior agreements with the tobacco industry.

Wikkipedia has some useful depth on this, as a place to start looking.

It is strange how different the same facts become when, instead of simply explaining what the report shows, someone spins it off as an accusation being made and pumps it up from there.

I believe that every state involved in the settlement is completely ignoring the CDC recommendation for a minimum use of the funds to reduce the ongoing cost of dealing with tobacco-related health cost. This report apparently finds NY to be ahead of the curve in reduction of smoking. Could have something to do with the stringent protections put in place for nonsmokers in NYC.
