JTAG & AS programming error

Hi,

In my design I use the EP1C3T100I7N Altera Cyclone. When I try out the combining AS and JTAG configuration scheme the AS scheme works fine. But the JTAG scheme doesn't. Quartus II v6.1 gives me an error before he even programs. "Unable to scan the device chain. Can't scan JTAG chain.". Anyone has an ID to solve this?

Have you solved the problem ?
I have the same problem in one board from 3 I have.

Did you try tool such as http://www.jtagtest.com/ ? What was the result? Altera devices are very sensitive to TCK signal, try adding 22pF capacitor between TCK and GND.
