I am a disabled senior on a fixed income ($694.00) and the apartment I rent is equiped with it's own appliances. I have been here for ten years. My question is-- if I have been overpaying on AEP, why ais the apartment owner being awarded a new refrigerator? Shoulden't the renters that have been overpayin be compensated??
