Rhino, Arch cited in two miner deaths

These two miners died as a result of negligence on the part of their employer. While it is a tragedy that these men died, they are just as deceased as the 29 miners who died at UBB. Where is the millions in compensation for these two miners? What makes their lives less valuable than the 29? And for that matter, there have been many miners who have died due to their employer not following required safety laws. No disrespect is meant to any deceased miners. I just don't understand how the 29 miners families have received millions of dollars and unfortunately, other deceased miners familes are probably living on very limited incomes.
