Well, here's another line of thought.

This was one incident. If others can be brought to light, and it can be shown that it is institutionalized, a la Sandusky and Penn State, there may be a case. I'm not certain that there could be a case against the BOE or the school system just for one case. But since we're not from Steubenville, all this is pure conjecture.
