Try again, booner. At the time (1984) U of C and Université Laval were part of the semester abroad program. My faculty advisor recommended U of C based on my major and the burgeoning early talks on what would become NAFTA as well as the emerging energy boom with the newly opened tar sands projects.
Like Che, you seem to have no idea of what an international Relations program encompasses. And there was plenty of French spoken in Calgary, the city with the most Francophones west of Winnipeg. It's got more French speakers than Fredericton, the capital of an officially bilingual province.

Securing Syria's Weapons May Require US Troops

Pentagon Press Secretary George Little gave a vague answer when asked if U.S. troops were prepared to assist should an international agreement allow Russia to take control of the tons of chemical weapons believed to be in the stockpiles of President Bashar al-Assad.

"I'm not going to speculate on who may or may not be participating in a process that may or may not take place," Little said. "We've got to see where the process goes" before the U.S. military considers involvement, he said.

We can expect the talks between the US and Russia to be punctuated by repeated announcements of “agreement” like the one we had yesterday, to make this seem credible.

Mr Obama has lost moral authority to Mr Putin, who clearly now regards himself as the custodian of the world’s principles. So seriously does the Russian leader take this responsibility that he has been lecturing America on the subject, in its own newspaper of record. His article in The New York Times, humiliating the Obama administration with its sarcastic condescension, was a masterpiece of comic bravado. And the White House had no choice but to swallow it because it offered a blessed way out of an impossible corner, even while it blatantly insulted the president and his countrymen.

America's prestige, influence and credibility, little girl. Obama has opened the door for the Russians to return to the position they occupied in the Middle East before 1977.
Had we stayed out of the Syrian conflict, we might have still had a scrap of clout in the region. But it's gone now.

From the muddle of our Egypt policies to the ham-fisted and tone-deaf response to the NSA scandal and its international aftershocks; from the first contradictions around the president’s improvised and then seemingly regretted “red line in Syria” to Tuesday night’s “big speech,” which was flat, familiar, and contradictory, and ended in a punt to an indefinite future, the otherwise often self-assured White House’s recent handling of our international policies has been, well, a bit squirrely."
