You don't know the number of fraudulent voters who are not caught, so you cannot. Trying to do so is intellectual dishonesty. Not true. Voters are a closed set. We know exactly how many there are, exactly how many of them cast a ballot, and which one cast a ballot and which ones didn't. It's really a very difficult crime to commit and a relatively easy one to track.
