Of course you can... if you know all the quantities. You just can't describe an unknown quantity simply by using a known statistic. For example, some astronomers claim that they have discovered 95% of all earth-crossing asteroids bigger than a house. I mentioned the three major ones, forgetting Lucas most importantly.
I see no reason to expect the pink (colors reversed) shift in those counties, except for fraud.

Right. There is very little voter fraud, but massive election
fraud in Republican states. It's called "voter suppressio" and is quite effective.

The map in question regarding swing, is the second one.

Pink means more D than 2008
Blue means more R than 2008

Franklin, Cuyahoga, Lucas, Mahoning, Trumbull all showed pink

The biggest pink shade is Ross, I know nothing about that area, and it's low population.

The first five are clearly enough to have swung the election by fraud, and all five are Democrat controlled top to bottom.

The "evidence" is that Franklin County defied national trends and went four more points for Obama in 2012 than it did in 2008.

That is ludicrous. We make decisions on mathematically possible incomplete data all the time. Besides, voter fraud is a pretty easy thing to catch.

Romney performed better than McCain in most regions of the country. The big exceptions were, NYC/NJ (Hurricane, Fatboy), Maryland (gov workers), Miami (white-hating PRs and hypocritical Cubans)

The other was Franklin County and the other big D controlled areas of Ohio.

There are three explanations that I can think of to explain it in order of likelihood

-Somalis voting multiple times
-Changing the totals at the BOE
-Single women deciding that Paul Ryan was scarier than Sarah Palin
